The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

2019 Roadway Reconstruction Program

  • Cherry Brook Road and Pollywog Lane - Substantially completed;
  • Sylvan Road (entire length) - Substantially completed;
  • Glen Road (Wellesley Street to Shady Hill Road) - Substantially completed;
  • Wellesley Street at School Street Intersection - Milling and demolition work. Pavement leveling work to follow.  Excavation of existing sidewalks to follow.  Placement of granite curbing work to follow, then followed by bituminous curbing;
  • Newton Street (from Wellesley Street to approximately #150 Newton) - Reclaim work the week of August 5. Excavation of existing sidewalk to follow. Placement of bituminous curbing to follow that activity;
  • Cliff Road and Winter Street - Rubber chip seal and pavement markings - Completed
  • Bogle Street - National Grid work to begin the week of August 5 to replace a section of main at/about Winter Street (which the DPW has been trying to get replaced for over 4 years). Rubber Chip Seal work will not take place until this work is completed. Based on schedules, won't occur until next construction season;
  • Pigeon Hill Road – Anticipate this work will take place after the Conant Road Underpass Project is completed and National Grid completes work at the intersection with Church Street;
  • Hilltop Road – Anticipate this work will take place after the Conant Road Underpass Project is completed
  • Old Road – Anticipate this work will take place after the Conant Road Underpass Project is completed
  • Gail Road – Roadway reconstruction work Schedule has not yet been set;
  • Pembroke Road - National Grid replacing the gas main and service prior to roadway work.  Anticipate their work duration approximately 3-4 weeks;
  • Merriam Street (Sunset Road to Silver Hill Road) – There are a lot of moving parts that need to be completed prior to the roadway reconstruction taking place, including:
    • complete roadway drainage work between Westland Road and house no. 189 +/-, Westland Road and house no. 217, and house no. 245 +/- to Hallet Hill Road;
    • Merriam Street Culvert Replacement over Cherry Brook;
    • Water gate replacements on Merriam Street at Cherry Brook Road (holding utility pole is required);
    • sidewalk (southerly section between Westland Road and Sunset Road which require easements) 

Town Center Improvement Project

  • Find construction updates - sign up for "Town Center Construction Project" email/text notifications Weston.org/StayInformed or visit project web page at Weston.org/TownCenter for three-week look ahead
    • Drainage work from the westerly end of the Town Green to to property number 483 ongoing;
    • Verizon manhole/vault installation continues between Church St and Town House Rd;
    • Traffic Management Plans - modified daily to maximize available parking for the businesses

State/Utility Project Work

  • Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
  • Rail Trail Projects:  
    • Eversource and DCR Rail Trail Project – Substantially completed.  Eversource is working to close out outstanding items with Conservation Commission;
    • Conant Road Underpass Project (DCR) – Roadway opened to thru traffic and will be opened during non-working hours. Detours may still be used for critical space needed activities (i.e. final paving work, etc.). Work to complete includes sidewalk and pavement marking work. Fencing completed this week, mill and paving to be completed the week of August 12. There is still work to complete below the roadway including, treatment work to the interior culvert and shoulder work.  It is anticipated that all work will be completed by mid-August. The punchlist of work needing completion is ongoing;
    • Concord Road Spurs and Church Street Spurs Parking Areas (Town) – Final paving work completed. Sign installations completed. Rapid Beacon on Church Street installed. Anticipated future work includes but is not limited to loaming and seeding, pavement marking work, etc.  It is anticipated that this work will be completed by mid-August;
    • DPW / DCR coordinated with MassDOT to address concrete spall and graffiti issues for Concord Road and Church Street bridges over the Rail Trail
  • National Grid gas relay projects proposed for construction during the 2019 Construction Season:
    • Church Street (at/about Pigeon Hill Road) - anticipate work occurring mid to late August; 
    • Newton Street - work is ongoing
    • Pembroke Road - work is ongoing
    • Bogle/Winter - work is ongoing
    • Sherburn Circle, Wellesley Street (669-654), and Concord Road (1-81) - schedule is unknown 
  • National Grid has submitted several permits for repairing long-standing gas leak locations.

Ongoing DPW Projects

  • Wireless Meter Reading - All contracts are in place (3) and the permits for collector are in progress. Coordination with town accounting hardware is also ongoing (MUNIS). Notices for meter work and scheduling will be going out soon. Then the installation of collector sites, meters and radios will occur over the next several months, and then activation of the system. See Weston.org/WaterMeters for more information; 
  • Black Oak Pump Station –  substantially completed; 
  • Overseeing consultants’ work on the Southside Drainage Project - Anticipate work starting on the pipe work just north of Ledgewood.  Town Engineer has coordinated with impacted residents;
  • Paines Hill Water Tank Improvement Project -  Substantially completed;
  • Cemetery Restoration Phase II - headstone rehabilitation contract ongoing;
  • Newton Street Drainage - Town Engineer is working with several properties owners and others to secure easement rights for Phase II and Phase III drainage work; 
  • Loring Road Drainage work (by #83) - Substantially completed;
  • Merriam Street Drainage work (between Westland Road and Cherry Brook Road) – Work ongoing.  Anticipate using the detour
  • Legacy Trail Project -  construction to begin soon;
  • Water: Lead Link Removals (over 60 locations) – Work ongoing.  Anticipate being the in the West Cliff neighborhood next and anticipate completing 1-2 services per work day.  It is anticipated that this work will be substantially completed by beginning of September;
  • Water: Lantern Lane and Old Coach Road – Anticipate starting this work in late August / early September

Consultant Work Managed by DPW

  • Overseeing consultant work on Proposed Route 30 Roadway Reconstruction TIP Project - roadway, sidewalk, drainage improvements, intersection improvements, etc. A brief summary of the progress to date was provided to the Board of Selectmen on July 30.  Anticipate being before the Board at the first October meeting to solicit comments prior to the formal 25% Submission to MassDOT in the Winter of 2019. Project info at weston.org;
  • Overseeing consultant work on Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - A brief summary of the progress to date was provided to the Board of Selectmen on July 30.  Anticipate being before the Board at the first September meeting to solicit comments prior to the formal 25% Submission to MassDOT in the Winter of 2019. Project info at weston.org;
  • Overseeing several sidewalk design projects -  (Merriam Street and Warren Avenue) – Funding secured for the work; culvert replacement and drainage work on Merriam needs to take place; sidewalk project needs to be coordinated with roadway work. Warren Ave on hold;  
  • Overseeing consultant design and permitting for Concord Road Culvert replacement which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated.  Engineering presented findings to Board of Selectmen and the Conservation Commission;
  • Overseeing consultant design and permitting for Ash Street Sidewalk Project - Design ongoing.  Consultant to presented progress prints to Traffic and Sidewalk Committee, but drainage, length of crosswalk and curbing issues/comments from DPW Director need to be resolved.  Town Engineer has outreached to MWRA about secure rights / easements to address previously mentioned concerns;
  • Overseeing consultant design and permitting for Water Distribution Master Plan.  Presented at the Board of Selectmen on July 30 to discuss recommendations of the report.  Action item is to prepare Article for December 2019 Special Town Meeting;
  • Overseeing consultant design and preparation of specification for Cemetery Tomb Restoration.  Draft plans provided and comments provided back to consultant

Engineering

  • Currently reviewing 4 Stormwater Permits;
  • Currently issued 59 Stormwater permits which also requires construction inspection; 
  • Set up a temporary special speed zone on School Street between Brook School Apartments and Wellesley Street to 30 mph
  • Traffic Engineering Consultant Services - two assignments issued; 
  • Working with the Town’s Traffic and Sidewalk Committee on several items:  Love Lane, Chestnut Street, Sunset Road, Wellesley Street at Route 30 signal, mirrors, stop sign requests, sidewalk requests, crosswalk requests, etc.;

Water Division

  • Completed approximately 39 DigSafes;
  • Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
  • Conducted 4 final reads;
  • Shut down 2 water services and took out meter for demolition;
  • Install 1 large meter;
  • Inspected 1 new water service, turned service on, and installed meter;
  • Continue to read meters;
  • Continue to paint hydrants;
  • Overseeing the removal of the lead links on contract being executed by Engineering Division

Park and Cemetery Division

  • 1 grave dug with casket interment
  • Cut and trimmed grass at Linwood Cemetery and other park and cemetery locations;
  • Set 5 flush markers;
  • Dug and poured foundations for 2 monuments;
  • Cleaned and serviced equipment;
  • Continued updating the cemetery spreadsheets for interments and lot owners

Solid Waste and Recycling Division

  • Processed 1, 100-yard solid waste dumpster totaling 21.37 tons;
  • Picked up municipal office recycling – 1,440 lbs;
  • Picked up Town office and select town park solid waste – 1,640 lbs.;
  • Processed 1 cardboard container – 4.68 tons;
  • Ran 1 shuttle for brush /logs –9.49 tons;
  • Process 1 container of scrap wood – 4.10 tons;
  • Assisted with the pickup of various donations including clothing, electronics, books and bikes – 1,460 lbs;
  • Organized and maintained order in swap shed;
  • Cleaned the trailer pit as needed;
  • Pick up litter and cleaned up around the site as needed;
  • Cut and trimmed the grass around the property

Highway/Stormwater Divisions

  • Respond to Misc. calls for service:  20;
  • Fallen tree / branch removal from roadway and/or culverts: Pine Street, Highland Street, Ridgeway, Chestnut;
  • Traffic signage and maintenance repairs:  Westland, Merriam, Silver Hill, Sunset, Concord;
  • Set up Detour for: Cases Corner, School Street, Newton, Wellesley Street;
  • Inspect miscellaneous tree locations for possible action: Deer Path, Park Road @ RR Bridge, Lexington Street;
  • Mowing and trimming including flail mowing:  Middle sections, and Islands/grass strips & High and Middle School Fields and Roadways;
  • Clean and service equipment:  cleaned after water main break;
  • DIGSafe Markouts: Wellesley Street, Deerpath; 
  • Cooks Pond Pump Station:  Pump functioning properly;
  • Assist Paving Contractor:  Wellesley and School Street and Newton Street;
  • Pre-Construction Saw Cut Driveway aprons and Intersection:  Newton Street;
  • Street Sweeping:  Mains and Subdivisions; 
  • Secure bridge joint adding warnings:  Conant Road Underpass (for DCR’s contractor);
  • Continue work list creation of:  Skinny Overlay and Flail Mowing
  • Assist Recreation Department:  Lamson Playground

Vehicle Maintenance Division

  • Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 7 school buses, 13 DPW trucks and other equipment, and 1 recreation vehicle,  noting that the DPW Vehicle Maintenance Division is responsible for over 122 pieces of rolling stock for the Town;
  • Performed 3 major repairs on vehicles with Major/Significant maintenance activity:  Bus inspections, H-5 master cylinder, S-10 rear wheel seal;
  • Performed repairs on sanders/plows
