July 7 to July 13, 2019The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

2019 Roadway Reconstruction Program- Cherry Brook Road and Pollywog Lane - Remaining Item is to cleanup signs, etc.;
- Sylvan Road (entire length) - Loaming and seeding completed. Pavement Marking (stop lines) thereafter;
- Glen Road (Wellesley Street to Shady Hill Road) - Loaming and seeding completed. Pavement Markings (stop line, center lines, etc.) thereafter;
- Wellesley Street at School Street Intersection - Engineer marked out curbline for the intersection work. Installation of drainage structures and piping anticipated week of July 22. The reconstruction to follow including milling, curb work, pavement work and landscaping work;
- Newton Street (from Wellesley Street to approximately #150 Newton) - Three (3) drainage catch basin installations anticipated the week of July 15th . The roadway and sidewalk work will begin – anticipate that work starting the week of July 30;
- Rubber Chip Seal Program: work completed on Cliff Road and Winter Street. Pavement markings to follow. National Grid needs to replace as section of main at/about Winter Street, which the DPW has been trying to get replaced for over 4 years. Rubber Chip Seal work on Bogle Street will not take place until this work is completed;
- Pigeon Hill Road – Anticipate this work will take place after the Conant Road Underpass Project is completed;
- Hilltop Road – Anticipate this work will take place after the Conant Road Underpass Project is completed
- Old Road – Anticipate this work will take place after the Conant Road Underpass Project is completed
- Gail Road – Outstanding work needing completion prior to roadway reconstruction is the installation of drainage at Gail Road and Oak Street which requires coordination with the MWRA for rights to flow their land. Engineering working on said rights and drainage construction;
- Pembroke Road - National Grid to start week of July 15, prior to roadway work;
- Merriam Street (Sunset Road to Silver Hill Road) – There are a lot of moving parts that need to be completed prior to the roadway reconstruction taking place, including:
- complete roadway drainage work between Westland Road and house no. 189 +/-, Westland Road and house no. 217, and house no. 245 +/- to Hallet Hill Road;
- Merriam Street Culvert Replacement over Cherry Brook;
- Water gate replacements on Merriam Street at Cherry Brook Road (holding utility pole is required);
- sidewalk (southerly section between Westland Road and Sunset Road which require easements)
Town Center Improvement Project- Find construction updates - sign up for "Town Center Construction Project" email/text notifications Weston.org/StayInformed or visit project web page at Weston.org/TownCenter for three-week look ahead
- Water service replacements between Concord Road and Town House Road;
- Drainage work from Fiske Lane to Concord Road +/- is anticipated to be completed the week of July 8 and then drainage work from Concord Road to House No. 527 thereafter. Then drainage work from the westerly end of the Town Green to to property number 483 to begin

State/Utility Project Work- Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
- Rail Trail Projects:
- Eversource and DCR Rail Trail Project – Substantially completed. Eversource is working to close out outstanding items with Conservation Commission;
- Conant Road Underpass Project (DCR) – “Bridge” installation completed. Roadway opened to thru traffic. Roadway will be opened during non-working hours. Roadway may still be detoured for critical space needed activities (i.e. guardrail installation work, final paving work, etc.). There is still a lot of work to complete the project including but not limited to:
- bridge railing work
- endpost work
- guardrail work
- curbing work
- sidewalk work
- grading and loaming work
- pavement marking work, etc.
- Permanent gas main will be put in service the week of July 8
- There is still work to complete below the roadway as well including paving work, treatment work to the interior culvert, shoulder work, etc. It is anticipated that all work will be completed by mid-August;
- Concord Road Spurs and Church Street Spurs Parking Areas (Town) – Anticipated future work includes but is not limited to curbing, sidewalk, final paving work, grading and loaming work, pavement marking work, etc. It is anticipated that this work will be completed by mid-August;
- DPW/DCR coordinated with MassDOT to address concrete spall and graffiti issues for Concord Road and Church Street bridges over the Rail Trail
- National Grid gas relay projects proposed for construction during the 2019 Construction Season:
- Church Street (at/about Pigeon Hill Road) - anticipate work occurring mid to late August;
- Newton Street - work is ongoing
- Pembroke Road - anticipated to start week of July 15
- Sherburn Circle, Wellesley Street (669-654), and Concord Road (1-81) - schedule is unknown
- National Grid has submitted several permits for repairing long-standing gas leak locations.

Ongoing DPW Projects- Wireless Meter Reading - All contracts are in place (3) and the permits for collector are in progress. Coordination with town accounting hardware is also ongoing (MUNIS). Notices for meter work and scheduling will be going out soon. Then the installation of collector sites, meters and radios will occur over the next several months, and then activation of the system. See Weston.org/WaterMeters for more information;
- Black Oak Pump Station – Work ongoing – Wall and landscaping work anticipated to start week of July 8. Anticipate being substantially completed by the week of July 22;
- Overseeing consultants’ work on the Southside Drainage Project - Anticipate work starting on the pipe work just north of Ledgewood. Town Engineer has coordinated with impacted residents;
- Paines Hill Water Tank Improvement Project - Outstanding work is generator;
- Cemetery Restoration Phase II - headstone rehabilitation contract ongoing;
- Newton Street Drainage - First piece of drainage work by Land Sake is under construction – 3 more drainage catch basins need to be installed and anticipate this work being completed the week of July 22. Town Engineer is working with several properties owners and others to secure easement rights for Phase II and Phase III drainage work;
- Loring Road Drainage work (by #83) - Anticipate starting week of July 15 and being substantially completed the week of July 22;
- Merriam Street Drainage work (between Westland Road and Cherry Brook Road) – Work ongoing. Anticipate using the detour
- Legacy Trail Project - Bids opened. Preconstruction to be held, then construction will begin;
- Water: Lead Link Removals (over 60 locations) – Work started in the Kings Grant Area and anticipate completing 1-2 services per work day. It is anticipated that this work will be substantially completed by beginning of September;
- Water: Lantern Lane and Old Coach Road – Anticipate starting this work in late August / early September

Consultant Work Managed by DPW- Overseeing consultant work on Proposed Route 30 Roadway Reconstruction TIP Project - roadway, sidewalk, drainage improvements, intersection improvements, etc. Next action items: tweak presentation based on May 29 meeting; present to the Board of Selectmen in September; and submit the 25% design plans to MassDOT in the Fall / Winter 2019. Project info at weston.org;
- Overseeing consultant work on Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - intersection improvements, etc. Next action items: adjust the design to reflect the comments at the Traffic and Sidewalk Committee meeting and the June MassDOT D-6 meeting; present to the Board of Selectmen for concurrence with design; prepare 25% design submission to submit so the project can get to the public hearing phase. - Overseeing several sidewalk design projects - (Merriam Street and Warren Avenue) – Funding secured for the work; culvert replacement and drainage work needs to take place; sidewalk project needs to be coordinated with roadway work. Warren Ave on hold;
- Overseeing consultant design work for drainage work for construction season 2016 (Newton Street and Merriam Street) - Continue to attempt to secure required easements on Newton Street – see above for Phase I update;
- Overseeing consultant design and permitting for Concord Road Culvert replacement which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated. Engineering presented findings to Board of Selectmen and the Conservation Commission;
- Overseeing consultant design and permitting for Ash Street Sidewalk Project - Design ongoing. Consultant to presented progress prints to Traffic and Sidewalk Committee, but drainage, length of crosswalk and curbing issues/comments from DPW Director need to be resolved. Town Engineer has outreached to MWRA about secure rights / easements to address previously mentioned concerns;
- Overseeing consultant design and permitting for Water Distribution Master Plan. Engineer will revise and resubmit report. Meeting with the Board of Selectmen July 30 to review recommendations, etc.;
- Overseeing consultant design and preparation of specification for Cemetery Tomb Restoration. Draft plans provided and comments provided back to consultant

Engineering- Currently reviewing 12 Stormwater Permits;
- Currently issued 58 Stormwater permits which also requires construction inspection;
- Set up a temporary special speed zone on School Street between Brook School Apartments and Wellesley Street to 30 mph;
- Traffic Engineering Consultant Services - two assignments issued;
- Working with the Town’s Traffic and Sidewalk Committee on several items: Love Lane, Chestnut Street, Sunset Road, Wellesley Street at Route 30 signal, mirrors, stop sign requests, sidewalk requests, crosswalk requests, etc.;

Water Division- Completed approximately 42 DigSafes;
- Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
- Conducted 5 final reads;
- Turned on 1 new water service;
- Inspected 1 new 8” tap and gate for future water service;
- Hooked up temporary water service for resident with leaking water service line;
- Continue to read meters;
- Continue to paint hydrants

Park and Cemetery Division- Cut and trimmed grass at Linwood Cemetery and other park and cemetery locations;
- Cleaned and serviced equipment;
- Continued updating the cemetery spreadsheets for interments and lot owners
|
|
|
|
Solid Waste and Recycling Division- Processed 1, 100-yard solid waste dumpster totaling 31.01 tons;
- Picked up municipal office recycling – 560 lbs;
- Picked up Town office and select town park solid waste – 1,560 lbs.;
- Processed 1 cardboard container – 4.86 tons;
- Ran 1 shuttle for brush /logs –5.60 tons;
- Assisted with the pickup of various donations including clothing, electronics, books and bikes – 1,880 lbs;
- Organized and maintained order in swap shed;
- Cleaned the trailer pit as needed;
- Pick up litter and cleaned up around the site as needed;
- Cut and trimmed the grass around the property

Highway/Stormwater Divisions- Hot patching potholes: Wellesley Street (3), drainage swale on Wellesley Street;
- Respond to Misc. calls for service: 17;
- Fallen tree / branch removal from roadway and/or culverts: Church Street (2), Wellesley Street (2), Highland Street, Warren Avenue, South Avenue;
- Set up Detour for: Glen Road, Cases Corner Detour for Land Sakes utility work;
- Inspect miscellaneous tree locations for possible action: Crestwood, Church, West Cliff, Applecrest;
- Repair/Clean/Inspect drain manhole / catch basin: Pump clogged rail trail culvert (west of Tower);
- Respond to Flooding calls: South Avenue, North Avenue, Summer Street, Division Listing;
- Pave Basins: Pine @ Lawrence, North @ Conant, Wits End, Wellesley @ Chestnut;
- Fixed washouts / repair roadside washouts: 3 locations on Wellesley Street, Basin behind Town Hall;
- Cooks Pond Pump Station: Pump functioning properly;
- Assist Paving Contractor: Glen Road and Sylvan Lane;
- Traffic Line Painting: Engineering list with contractor.
- Street Sweeping: Engineering list for line scuffing, Parking lot @ High School, Park Road;
- New variable message board training;
- Accident Cleanup- Sweeping North Avenue

Vehicle Maintenance Division- Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 3 school buses, 4 police vehicles, and 8 DPW trucks and other equipment, noting that the DPW Vehicle Maintenance Division is responsible for over 122 pieces of rolling stock for the Town;
- Performed 3 major repairs on vehicles with Major/Significant maintenance activity: H-11 fuel tank, S-20 hydraulic hose, drive on lift repair
