March 24 to March 30, 2019The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

2019 Roadway Reconstruction Program (Round 1)- Cherry Brook Road and Pollywog Lane - hydrant work anticipated the week of March 29th;
- Glen Road (Wellesley Street to Shady Hill Road) – anticipate completing drainage work (sub-drain installation) over the next couple of weeks;
- Gail Road - National Grid needs to complete tie-in from old gas main to new gas main installed last June;
- Pembroke Road - National Grid needs to replace existing gas main prior to roadway work;
- Water gates at Merriam Street and Cherry Brook Road anticipated being replaced the week of April 9th;
- Preparation work (repair of deteriorated pavement) on Brown Street and Cliff Road is anticipated to occur the week of April 15th;
- The Town’s Chip Seal contractor anticipated being mobilized in July;
- National Grid is anticipated to be replacing the leaking gas main at Bogle Street (from Winter Street to just south of the culvert)

State/Utility Project Work- Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
- Continuing to coordinate with Eversource and MassDCR on the Rail Trail Project:
- punchlist items are anticipated to be finished in the spring when the next phase of construction picks up.
- DCR is responsible for the Rail Trail / Conant Road Underpass Construction. A utility pre-construction meeting was held on 3/26. DCR and its consultant will hold a pre-construction meeting on April 11;
- It is anticipated that work will be started April 2019 and be completed by July 2019. Conant Road will be closed for a period of time during construction and detours will be in place;
- Several contracts/contractors will be working on the Rail Trail – Eversource’s contractor, DCR’s contractor for the trail, DCR’s contractor for the Conant Road Underpass, and the Town’s contractor for the Concord Road and Church Street spur parking areas.
- DPW met with National Grid Representatives the week of January 21 to review 2019 construction season. NGrid to supply DPW with updated work schedule. NGrid’s gas relay projects proposed for construction during the 2019 Construction Season:
- Newton Street - work is ongoing
- Gail Road - work anticipated to be completed in April
- Pembroke Road - work will start after Gail Road completed
- Sherburn Circle, Wellesley Street (669-654), and Concord Road (1-81) - schedule is unknown
- National Grid has submitted several permits for repairing long-standing gas leak locations. These are currently under review and are anticipated to begin work in April

Ongoing DPW Projects- Black Oak Pump Station – Shop drawing submittals and review of sequence of construction continues. Anticipate construction beginning when weather breaks;
- Overseeing consultants’ work on the Southside Drainage Project - The necessary easements for Phase II of the project have been secured. The permitting through the Conservation Commission has begun with continuation to its next meeting, but anticipate permit being issued for Phase II work. Advertising and construction to begin after all permits are secured;
- Paines Hill Water Tank Improvement Project - Punchlist work remaining – electrical and plumbing. Electrical work anticipated to start and be completed over the next several weeks;
- Cemetery Restoration Phase II - Headstone rehabilitation - work anticipated to begin in the coming weeks. Water and staging areas are being discussed and coordinated for spring construction;
- Newton Street Drainage - First piece of drainage work by Land Sake is under construction – Trench paving work outstanding for Phase I. Town Engineer is working with several properties owners and others to secure easement rights for Phase II and Phase III drainage work;
- Loring Road Drainage work (by #83) - No work completed this period;
- Glen Road Drainage work (Shady Hill Road to Wellesley Street) – Sub-drain work and cleanup remain

Consultant Work Managed by DPW- Overseeing consultant work on Proposed Route 30 Roadway Reconstruction TIP Project - roadway, sidewalk, drainage improvements, intersection improvements, etc. Work has begun on the Functional Design Report (a MassDOT required submission). Consultant met with Traffic and Sidewalk Committee during the February meeting to discuss direction. Planning on meeting with MassDOT D-6 Office on April 12th to discuss progress. - Overseeing consultant work on Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - intersection improvements, etc. Work has begun on the Function Design Report (a MassDOT required submission).Consultant/Town Engineer met with Traffic and Sidewalk Committee during April meeting to discuss direction of design and then setup a MassDOT D-6 meeting. - Overseeing consultant design and preparation of specifications for Proposed Concord Road Spurs and Church Street Spur Rail Trail Parking Areas - Bid opening occurred on March 20th. Evaluating bids and available funding;
- Overseeing several sidewalk design projects - (Merriam Street and Warren Avenue) – Funding secured for the work; culvert replacement and drainage work needs to take place; sidewalk project needs to be coordinated with roadway work. Meeting to discuss Warren Avenue proposed sidewalk and various constraints to be discussed at next Traffic and Sidewalk Committee meeting;
- Overseeing consultant design work for drainage work for construction season 2016 (Newton Street and Merriam Street) - Continue to attempt to secure required easements on Newton Street. First piece of drainage work by Land Sake is nearing completion – see above for Phase I update. Work on Glen Road (Wellesley Street to Shady Hill Road) is nearing completion;
- Overseeing consultant concept/design work for the Town Center Improvement Project - March Special Town Meeting approved construction funds. Evaluating low bidder for Award of Contract. Project info and plans can be found at weston.org/TownCenter;
- Overseeing consultant work on setting up RFPs for Wireless Meter Reading - meter replacements and meter installation (approximately 1700). AMI and meter purchase contracts secured. AMI installation bids opened and proceeding with award of contract;
- Overseeing consultant design and permitting for Concord Road Culvert replacement which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated. Engineering presented findings to Board of Selectmen and the Conservation Commission. Funding pending Annual Town Meeting vote;
- Overseeing consultant design and permitting for Ash Street Sidewalk Project - Design ongoing. Consultant to presented progress prints to Traffic and Sidewalk Committee, but drainage, length of crosswalk and curbing issues/comments from DPW Director need to be resolved. Town Engineer has outreached to MWRA about secure rights / easements to address previously mentioned concerns;
- Overseeing consultant design and permitting for Water Distribution Master Plan. Consultant still working on report with a revised submission date of April 11;
- Overseeing consultant design and preparation of specification for Cemetery Tomb Restoration. Draft plans provided and comments provided back to consultant

Engineering- Currently reviewing 7 Stormwater Permits;
- Currently issued 59 Stormwater permits which also requires construction inspection;
- Attempting to convince MassDOT to reconsider its decision to not lower the special speed zone on School Street between Brook School Apartments and Wellesley Street which a temporary regulation would need to be setup. Board of Selectmen approved temporary regulation at October 23rd meeting. Next action item is to get approval from MassDOT;
- Traffic Engineering Consultant Services contract signed by Town;
- Working with the Town’s Traffic and Sidewalk Committee on several items: Love Lane, Chestnut Street, Sunset Road, Wellesley Street at Route 30 signal, mirrors, stop sign requests, sidewalk requests, crosswalk requests, etc.;

Water Division- Completed approximately 40 DigSafes;
- Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
- Inspected 1 new water service;
- Witnessed 2 large meter tests;
- Cleaned out water gates for upcoming roadway reconstruction projects;
- With Fire Department assistance, was able to get critical tank measurements at Paines Hill Water Tank;
- Continue to investigate high water bill complaints

|
Park and Cemetery Division- 1 cremation interment;
- 1 grave dug with casket interments;
- Continued with spring cleanup in Linwood Cemetery and other Parks and Cemetery locations;
- Assisted Solid Waste and Recycling Division with push down of containers;
- Continued updating the cemetery spreadsheets for interments and lot owners

Solid Waste and Recycling Division- Processed 1, 100-yard solid waste dumpster totaling 23.50 tons;
- Picked up municipal office recycling – 840 lbs;
- Picked up Town office and select Town park solid waste – 1,060 lbs.;
- Processed 1 cardboard container – 5.66 tons;
- Ran 1 shuttle for brush /logs – 7.09 tons;
- Assisted with the pickup of various donations including clothing, electronics, books and bikes – 140 lbs;
- Assisted with pickup of Weston textiles – 1,180 lbs;
- Electronics and appliances w/Freon – 1.82 pounds;
- Processed the pickup of CRT electronics –2.5 tons;
- Processed 5 cent deposit bottles and cans – 3,860 lbs;
- Organized and maintained order in swap shed;
- Cleaned the trailer pit as needed;
- Pick up litter and cleaned up around the site as needed

Highway/Stormwater Divisions- Hot patching potholes: various locations;
- Skin Overlay degraded roadway surfaces: Shady Hill, Hickory, Ledgewood, Colchester, Holly Circle, and Driftwood;
- Respond to Misc. calls for service: 9 locations;
- Fallen tree / branch removal from roadway and/or culverts: Continued roadside cleanup, middle section completed, working on south section;
- Traffic signage and maintenance repairs: Summer Street and Apple Crest;
- Inspect miscellaneous tree locations for possible action: Pine Street, Stone Croft, and Sunset;
- Inspect Catch Basin / Drainage system: all sections;
- Street Sweeping: To start April 1st ;
- Inspect and/or as necessary all mailbox call locations: Westerly and Doublet Hill;
- Repair/Clean/Inspect drain manhole / catch basin: Rockport Road, Winter Street, and South Avenue;
- Pave Basins: Rockport Road, Winter Street, and South Avenue;
- Check and Clear waterways: All sections 1 time;
- Clean and service equipment: twice;
- DIGSafe Markouts: Rockport Road and South Avenue;
- Assist Engineering Division: Cooks Pond Pump House including sump tank cleanout, floor replacement, and weir gate repairs;

Vehicle Maintenance Division- Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 8 school buses, 2 police vehicles, and 10 DPW trucks and other equipment, noting that the DPW Vehicle Maintenance Division is responsible for over 122 pieces of rolling stock for the Town;
- Performed 3 major repairs on vehicles Major/Significant maintenance activity: A-1 oil pan, A-2 body shop, S-5 EGR cooler;
- Performed 1 repair on sanders/plows: S-14 removed and sealed up sander for the summer
