The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

State/Utility Project Work

Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
Continuing to coordinate with Eversource and MassDCR on the Rail Trail Project:
- punchlist items are anticipated to be finished in the spring when the next phase of construction picks up
- DCR is responsible for the Rail Trail / Conant Road Underpass Construction. Bids have been opened and an anticipated pre-construction hearing is expected to be expedited by DCR. It is anticipated that work will be started April 2019 and be completed by July 2019. Conant Road will be closed for a period of time during construction and detours will be in place
DPW met with National Grid Representatives the week of January 21 to review 2019 construction season. NGrid to supply DPW with updated work schedule. NGrid’s gas relay projects proposed for construction during the 2019 Construction Season:
- Newton Street - work anticipated to being in March/April
- Gail Road - work anticipated to be completed in March/April
- Pembroke Road - work will start after Gail Road completed
- Sherburn Circle, Wellesley Street (669-654), and Concord Road (1-81) - schedule is unknown

Ongoing DPW Projects

Black Oak Pump Station – Shop drawing submittals and review of sequence of construction continues. Anticipate construction beginning when weather breaks;
Overseeing consultants’ work on the Southside Drainage Project - The necessary easements for Phase II of the project have been secured. The permitting through the Conservation Commission has begun with continuation to its next meeting, but anticipate permit being issued for Phase II work. Advertising and construction to begin after all permits are secured;
Paines Hill Water Tank Improvement Project - Punchlist work remaining – electrical and plumbing. Electrical work anticipated to start and be completed over the next several weeks;
Cemetery Restoration Phase II - Headstone rehabilitation contract ongoing with work anticipated to begin next spring;
Newton Street Drainage - First piece of drainage work by Land Sake is under construction – Trench paving work outstanding for Phase I. Town Engineer is working with several properties owners and others to secure easement rights for Phase II and Phase III drainage work;
Loring Road Drainage work (by #83) - No work completed this period;
Glen Road Drainage work (Shady Hill Road to Wellesley Street) – Sub-drain work and cleanup remain

Consultant Work Managed by DPW

Overseeing consultant work on Proposed Route 30 Roadway Reconstruction TIP Project - roadway, sidewalk, drainage improvements, intersection improvements, etc. Work has begun on the Functional Design Report (a MassDOT required submission). Consultant met with Traffic and Sidewalk Committee during the February meeting to discuss direction. Meeting again in March to finalize decision on critical path design decisions. Overseeing consultant work on Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - intersection improvements, etc. Survey work has continued and needs to confirm drainage inverts. Work has begun on the Function Design Report (a MassDOT required submission). Consultant met with Traffic & Sidewalk Committee in February to discuss direction of design. Project info at weston.org;
Overseeing consultant design and preparation of specifications for Proposed Concord Road Spurs and Church Street Spur Rail Trail Parking Areas - Design and permitting completed, project advertised. Pre-bid meeting held on March 7th with a bid opening scheduled for March 20th;
Overseeing several sidewalk design projects - (Merriam Street and Warren Avenue) – Funding secured for the work; culvert replacement and drainage work needs to take place; sidewalk project needs to be coordinated with roadway work. Meeting to discuss Warren Avenue proposed sidewalk and various constraints to be discussed at next Traffic and Sidewalk Committee meeting;
Overseeing consultant design work for drainage work for construction season 2016 (Newton Street and Merriam Street) - Continue to attempt to secure required easements on Newton Street. First piece of drainage work by Land Sake is nearing completion – see above for Phase I update. Work on Glen Road (Wellesley Street to Shady Hill Road) is nearing completion;
Overseeing consultant concept/design work for the Town Center Improvement Project - bid opening on February 28th. Five (5) bids were received and are being evaluated. A Special Town Meeting to approve construction funds will be held March 18th at 7pm. Project info and plans can be found at weston.org/TownCenter;
Overseeing consultant work on setting up RFPs for Wireless Meter Reading - meter replacements and meter installation (approximately 1700). AMI and meter purchase contracts secured. AMI installation bids opened February 20th;
Overseeing consultant design and permitting for Concord Road Culvert replacement which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated. Engineering presented findings to Board of Selectmen and the Conservation Commission;
Overseeing consultant design and permitting for Ash Street Sidewalk Project - Design ongoing. Consultant to presented progress prints to Traffic and Sidewalk Committee;
Overseeing consultant design and permitting for Water Distribution Master Plan. Consultant still working on report with a revised submission date of March 11;
Overseeing consultant design and preparation of specification for Cemetery Tomb Restoration. Draft plans provided and comments provided back to consultant

Engineering

Currently reviewing 11 Stormwater Permits;
Currently issued 58 Stormwater permits which also requires construction inspection;
Attempting to convince MassDOT to reconsider its decision to not lower the special speed zone on School Street between Brook School Apartments and Wellesley Street which a temporary regulation would need to be setup. Board of Selectmen approved temporary regulation at October 23rd meeting. Next action item is to get approval from MassDOT;
Qualifications submitted for RFP for Traffic Engineering Consultant Services;
Working with the Town’s Traffic and Sidewalk Committee on several items: Love Lane, Chestnut Street, Sunset Road, Wellesley Street at Route 30 signal, mirrors, stop sign requests, sidewalk requests, crosswalk requests, etc.;

Water Division

Completed approximately 12 DigSafes;
Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
Conducted 2 final reads;
Turned on 1 new water service for properties;
Responded to two water main breaks;
Replacing existing (greater than 10 years old) meters;
Assisted the Highway Division with plowing operations

Park and Cemetery Division

1 grave dug with casket interment;
Clean and service equipment;
Removed downed branches and dead wood from wooded areas in Linwood Cemetery;
Continued updating the cemetery spreadsheets for interments and lot owners;
Assisted the Highway Division with sanding and plowing operations

Solid Waste and Recycling Division

Processed 1, 100-yard solid waste dumpster totaling 26.23 tons;
Picked up municipal office recycling – 1,200 lbs;
Picked up Town office and select Town park solid waste – 1,480 lbs.;
Processed 1 cardboard container – 5.73 tons;
Processed 1 glass container – 5.73 tons;
Assisted with the pickup of various donations including clothing, electronics, books and bikes – 440 lbs;
Assisted with pickup of Weston textiles – 1,000 lbs;
Organized and maintained order in swap shed;
Cleaned the trailer pit as needed;
Pick up litter and cleaned up around the site as needed;
Assisted the Highway Division with sanding and plowing operations

Highway/Stormwater Divisions

Responded to misc. calls for service: 9 snow complaints (driveways plowed in, mail box damaged, etc.);
Fallen tree / branch removal from roadway and/or culverts: 2/25 wind storm – 46 locations;
Oversee Tree Contractor: Granison, Ridgeway, Boston Post Road, Pine Street, Concord Road, Merriam Street;
Pickup deer removals: Boston Post Road;
Traffic signage and maintenance repairs: Radcliff, Maple, and Winter Streets;
Set up detour for wind storm and water main break: Deer Path Road, West Cliff Road, Ridgeway Road;
Inspect miscellaneous tree locations for possible action: Oxbow, South Avenue (2), Winter Street, Granison;
Respond to miscellaneous calls for service:
Inspect and/or as necessary all mailbox call locations: 5 locations;
Check and clear waterways: all sections 1 time;
Clean and service equipment: 2 times after snow and ice operations;
Snow and ice mobilization: 2 general deicing events, 4 (3/2, 3/4, 3/5, 3/6) sidewalk general plowing events, and 2 general plowing operations (3/2 and 3/4), and Town Center snow removal 3/6-7;
Store delivered deicing materials: 300 tons of road salt;
Inspect 2019 Road Reconstruction Area for casting needs;
Assist Water Division: Autumn Road and Deer Path Road water main breaks

Vehicle Maintenance Division

Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 9 school buses, 3 police vehicles, and 18 DPW trucks and other equipment, noting that the DPW Vehicle Maintenance Division is responsible for over 122 pieces of rolling stock for the Town;
Performed 1 major repair on vehicle with Major/Significant maintenance activity: S-12 rear springs;
Performed 4 repairs on sanders/plows: various;
Assist the Highway Division with sanding and plowing operations
