The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

DPW Programs

  • Annual Crack Sealing Program – Year 2 of the Crack Sealing Program was completed over the last month.  This program has an annual appropriation of $25,000 for the sole purpose of pavement preservation and protecting the Town’s investment
  • Annual Pavement Marking Program – Although pavement markings have been done in the past, this year’s program launched an organized approach to conducting pavement marking. The programmed approach emphasizes an expected service life of the epoxy pavement marking to be approximately four (4) years  
  • Tree Inventory, Assessment, and Recommendation – Year 2 (a.k.a. Phase II) of a multi-year project was completed over the last couple of months (August to October) in which over 5,000 public right-of-way trees were inventoried and assessed and provided with recommended actions.  It is anticipated that there will be one more year left in order to complete the inventory process. To date, there have been over 10,000 trees inventoried
  • Annual Catch Basin Cleaning Program – The annual program will begin over the next couple of days and will take approximately one month to complete

State/Utility Project Work

  • Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
  • Continuing to coordinate with Eversource and MassDCR on the Rail Trail Project:  
    • Post and railing installation continues by DCR with anticipated completion November 2;   
    • Outstanding work: post and railing installation, loaming, seeding, pavement markings, signs, and final cleanup including removing erosion controls;
    • DPW Director worked with the Rail Trail Advisory Committee and set up a consultant contract for proposed trail parking areas, etc.  Preliminary Plans being developed/modified based on abutters comments
  • National Grid’s gas relay projects proposed for construction during the 2018 Construction Season. All work subject to ongoing labor dispute:
    • Newton Street gas main replacement work is on hold due to NGrid work stoppage;  
    • Gail Road gas main replacement work  is on hold due to NGrid work stoppage. It is anticipated that Pembroke Road gas main replacement work will start after Gail Road completed;  
    • Sherburn Circle, continuation of Wellesley Street (699-654) petition has been approved by the Board of Selectman; and Concord Road (1-81) gas main replacement projects anticipated for construction season 2018, but subject to ongoing labor dispute

Ongoing DPW Projects

  • Black Oak Pump Station Project – Town Engineer is set to advertise project and is conducting last outreach to neighbors.  Town Engineer is also working with Eversource and property owner to address some/all pole concerns. Generator move / wall construction / landscaping contract has an anticipated bid opening on  October 31st
  • Overseeing consultants’ work on the Southside Drainage Project - The necessary easements for Phase 2 of the project have been secured. The permitting will be conducted with construction anticipated for fall 2018.  It is anticipated that the project will be before the Conservation Commission on a meeting in November /  December for Phase II work;
  • Paines Hill Water Tank Improvement Project - Punchlist and electrical and plumbing work remaining.  Bids for electrical work received Oct. 19th and the Town is proceeding with award of electrical work. Work is anticipated to be started and completed over the next several weeks;
  • Calendar Year 2018 Roadway Reconstructions
    • Fairview Road and Montvale Road Intersection - outstanding work includes final paving, loaming and seeding, installation of necessary pavement markings, and final cleanup  
  • DPW anticipates that Glen Road (Wellesley Street to Shady Hill Road) will be constructed next construction season after drainage work is completed; 
  • DPW anticipates Gail Road, Pembroke Road, Webster Road, and Arrowhead Road will occur next construction season if the gas work can get completed early next construction season;    
  • Summer Street - replacement of guardrail is anticipated this fall
  • Cemetery Restoration Phase II - Headstone rehabilitation contract ongoing.  Work anticipated to begin October 2018;
  • Newton Street Drainage - (by Land's Sake) Contractor mobilized.  First piece of drainage work by Land Sake is under construction – several structures installed this past week and roadway sawcut for main drainage line continues.  Work will continue for several weeks in “Phase I of 3” phases of drainage work

Consultant Work Managed by DPW

  • Overseeing consultant work on Proposed Route 30 Roadway Reconstruction TIP Project - roadway, sidewalk, drainage improvements, intersection improvements, etc.  Work has begun on the Functional Design Report (a MassDOT required submission). Project info at weston.org;
  • Overseeing consultant work on Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - intersection improvements, etc.  Survey  work has continued.  Traffic counts conducted as well as on the site observations during said traffic counts and to gather photos.  Work has begun on the Function Design Report (a MassDOT required submission).   • Overseeing consultant design and permitting on Proposed Concord Road Spurs and Church Street Spur Rail Trail Parking Areas - these are proposed parking areas for the rail trail.  Preliminary plans developed and modified and will be presented to Rail Trail Advisory Committee;
  • Overseeing several sidewalk design projects -  (Merriam Street and Warren Avenue) – Funding secured for the work; culvert replacement and drainage work needs to take place; sidewalk project needs to be coordinated with roadway work;
  • Overseeing consultant design work for drainage work for construction season 2016 (Newton Street and Merriam Street) - Continue to attempt to secure required easements on Newton Street.  First piece of drainage work by Land Sake is under construction – several structures installed this past week and roadway sawcut for main drainage line continues;
  • Overseeing consultant concept/design work for the Town Center Improvement Project -  75% Plan submission to the Town  and comments from DPW provided to consultant.  Still coordinating with utilities to finalize design. Project info and plans can be found at   weston.org/towncenter;
  • Overseeing consultant work on setting up RFPs for Wireless Meter Reading - meter replacements and meter installation (approximately 1700).  Consultant preparing an RFP for Installation of AMI and meters; 
  • Overseeing consultant design and permitting for Concord Road Culvert replacement which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated.  Engineering presented findings to Board of Selectman and the Conservation Commission;
  • Overseeing consultant design and permitting for Ash Street Sidewalk Project - Design ongoing.  Consultant to presented progress prints to Traffic and Sidewalk Committee;
  • Overseeing consultant design and permitting for Water Distribution Master Plan.  Consultant gathering data and setting up the calibration of the water system hydraulic model.  The vision for this plan is to lay out short term and long term capital plans relating to the water distribution system including water mains, gates, meters, water tanks, etc.  Anticipate conducting hydraulic flow tests the week of October 29th.  Anticipate receiving final report in December 2018;
  • Overseeing consultant design and preparation of specification for Cemetery Tomb Restoration.  Draft plans provided and comments provided back to consultant
 

Engineering

  • Currently reviewing 16 Stormwater Permits;
  • Currently issued 57 Stormwater permits which also requires construction inspection; 
  • Attempting to convince MassDOT to reconsider its decision to not lower the special speed zone on School Street between Brook School Apartments and Wellesley Street. A temporary regulation would need to be setup, which the Board of Selectmen approved at its October 23rd meeting.  Next action item is to get approval from MassDOT; 
  • Working with the Town’s Procurement Officer to prepare an RFP for Traffic Engineering Consultant Services
  • Working with the state to eliminate (get a waiver) one ADA parking stall at Kendal Green Parking Lot due to non-use; 
  • Working with the Town’s Traffic and Sidewalk Committee on several items:  Love Lane, Chestnut Street, Sunset Road, Wellesley Street at Route 30 signal, mirrors, stop sign requests, sidewalk requests, crosswalk requests, etc.;

Water Division

  • Completed approximately 40 DigSafes;
  • Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
  • Conducted 5 final reads;
  • Repaired 1 water service for Town Building;
  • Continued reading water meters, second round (i.e. summer reads);
  • Continue to investigate high water bill complaints;
  • Continued shutting off summer services;
  • Conducted water sampling at customer property

Park and Cemetery Division

  • 1 grave dug with casket interment;
  • Cleaned and serviced equipment;
  • Cleared leaves and cut the grass in Linwood Cemetery and other park and cemetery locations;
  • Pruned the large rhododendrons in Linwood Cemetery;
  • Removed irrigation bags from the trees on the 2018 tree water list;
  • Dug four headstone foundations;
  • Shut off water at park and cemetery locations;
  • Continued updating the cemetery spreadsheets for interments and lot owners

Solid Waste and Recycling Division

  • Processed 2, 100-yard solid waste dumpsters totaling 42.10 tons;
  • Picked up municipal office recycling – 1,200 lbs;
  • Picked up Town office and select town park solid waste – 1,920 lbs.;
  • Processed 1 cardboard container – 7.31 tons;
  • Ran 1 shuttle for grass/leaves – 7.08 tons;
  • Ran 1 shuttle for brush /logs – 6.64 tons;
  • Processed 1 metal container – 5.28 tons;
  • Process 1 container of scrap wood – 5.73 tons;
  • Assisted with the pickup of various donations including clothing, electronics, books and bikes –1780 lbs;
  • Assisted with pickup of Weston textiles – 2660 lbs;
  • Organized and maintained order in swap shed;
  • Cleaned and pumped in the trailer pit as needed;
  • Pick up litter and cleaned up around the site as needed;
  • Cut grass around the building

Highway/Stormwater Divisions

  • Highway and Stormwater Division mobilized this past weekend as a result of the tree and drainage issues;
  • Hot patching potholes: various;
  • Skin overlay degraded roadway surfaces:  Old Road and Coburn Road;
  • Fallen tree / branch removal from roadway and/or culverts: several;
  • Inspect miscellaneous tree locations for possible action:  Wellesley Street;
  • Pruning and tree canopy raising:  Brenton Road, Old Colony, Columbine, Hubbard, Bullard, Stonecroft;
  • Remove brush:  Conant Road, Church Street and Kings Grant Road;
  • Street sweeping: various;
  • Respond to miscellaneous calls for service:  roadside litter and objects in roadway, illegal sign removal;
  • Check and clear waterways:  Division list, multiple calls for flooding, basins and drain manholes;
  • Clean and service equipment;
  • Oversee line painting contractor / measure linear footage of recent traffic markings for Engineering;
  • Deliver aggregate materials and block to Central Fire Station;
  • Remove and replace Transfer Station drainage leaching field;
  • DIGSafe markouts:  Carroll Circle;

Vehicle Maintenance Division

  • Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 11 school buses, 4 police vehicles, 16 DPW trucks and other equipment, 1 recreation vehicle, and 1 school grounds vehicle, noting that the DPW Vehicle Maintenance Division is responsible for over 122 pieces of rolling stock for the Town;
  • Performed 2 major repairs on vehicles with Major/Significant maintenance activity:  Fuel Tank Bus #22, coolant lines Bus #14;
  • Performed 6 repairs on sanders/plows: S-14, S-10, H-14, S-12, and H-15 installed sander and prep. for winter; S-23 push box repair
