The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

State/Utility Project Work

Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
Continuing to coordinate with Eversource and MassDCR on the Rail Trail Project:
- Railing work continues (mostly in Weston) and is anticipated to continue until the end of September for this phase of the work.
- Final paving (from Wayland to Conant Road +/-) took place this past week. Eversource’s contractor continued work between Church Street and Conant Road including but not limited to culvert work and gravel base work. It is anticipated that they will be completed with their work by mid-September and then DCR’s paving contractor will remobilize;
- Outstanding work: post and railing installation, paving, loaming, seeding, pavement markings, signs, and final cleanup including removing erosion controls;
- DPW Director worked with the Rail Trail Advisory Committee in setting up a consultant contract for proposed trail parking areas, etc. Survey work in the Concord Road area and Church Street area beginning by the consultant’s surveyor
National Grid’s gas relay projects proposed for construction during the 2018 Construction Season. All work subject to ongoing labor dispute:
- Newton Street gas main replacement work ongoing, but work on hold due to NGrid work stoppage;
- Gail Road gas main replacement work ongoing, but on hold due to NGrid work stoppage. It is anticipated that Pembroke Road gas main replacement work will start after Gail Road completed;
- Sherburn Circle, continuation of Wellesley Street (699-654) petition has been approved by the Board of Selectman; and
- Concord Road (1-81) are also gas main replacement projects anticipated for construction season 2018

Ongoing DPW Projects

Black Oak Pump Station Project – the Town Engineer is working on easement document with the impacted property owner. Town Engineer is also working with Eversource and property owner to address some/all pole concerns;
Overseeing consultants’ work on the Southside Drainage Project - the necessary easements for Phase 2 of the project have been secured. The permitting will be conducted with construction anticipated for fall 2018. A meeting with the Conservation Commission will be next action item upon receipt of all Phase II easement;
Paines Hill Water Tank Improvement Project - Punchlist work remaining, including electrical and plumbing;
Calendar Year 2018 Anticipated Roadway Reconstructions –
- Aspen Road, Juniper Road, and a portion of Cherry Brook Road - ADA ramp installs remain;
- Concord Road (from Merriam Street to Sudbury Road) ADA ramp remaining;
- Fairview Road and Montvale Road Intersection - DPW anticipates roadway reconstruction work occurring late September/early October 2018;
- Winter Street (Route 30 to Brown Street), Glen Road (Shady Hill Road to Oak Street), Highland Street (Pine Street to Route 30) driveway apron binder course has been installed. Anticipated work over the next couple of weeks includes sidewalk work on Highland Street to eliminate roadway stormwater from entering properties, berm work, top course of pavement installation on roadway and sidewalks, loaming and seeding, final cleanup, and pavement markings;
- DPW anticipates that Glen Road (Wellesley Street to Shady Hill Road) will occur if drainage work is completed in a timely manner;
- DPW anticipates Gail Road, Pembroke Road, Webster Road, and Arrowhead Road will occur if the gas work can get completed this summer;
- Summer Street – replacement of guardrail (anticipated sometime this summer)

Consultant Work Managed by DPW

Overseeing consultant work on Proposed Route 30 Roadway Reconstruction TIP Project - roadway, sidewalk, drainage improvements, intersection improvements, etc. Consultant contract has been executed and survey work started. Wetland delineation to begin shortly. Traffic counts to be taken after school starts. Project info at weston.org;
Overseeing consultant work on Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - intersection improvements, etc. Consultant contract being prepared and the survey work will be the first order of business. Wetland delineation to begin shortly. Traffic counts to be taken after school starts. Project info at weston.org;
Overseeing consultant work on Proposed Concord Road Spurs and Church Street Spur Rail Trail Parking Areas - these are proposed parking areas for the rail trail as overseen by the Rail Trail Advisory Committee. Consultant contract is executed and the survey work is set to begin. Wetland delineation to begin shortly;
Overseeing several sidewalk design projects - (Merriam Street and Warren Avenue) – Funding secured for the work; culvert replacement and drainage work needs to take place before sidewalks can be installed; sidewalk projects also need to be coordinated with roadway work;
Overseeing consultant design work for drainage work for construction season 2016 (Newton Street and Merriam Street) - continue to attempt to secure required easements on Newton Street;
Overseeing consultant concept/design work for the Town Center Improvement Project - 75% Plan submission to the Town was made last week and can be found at weston.org/towncenter. The Town Center Planning Committee will present the plan to the Board of Selectman on August 28th;
Overseeing consultant work on setting up RFPs for Wireless Meter Reading - meter replacements and meter installation (approximately 1700). Contract award issued;
Overseeing consultant design and permitting for Concord Road Culvert replacement which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated. DPW anticipates Engineering will have a discussion with the Board of Selectman on August 28^th

Engineering

Currently reviewing 9 Stormwater Permits;
Currently issued 50 Stormwater permits which also requires construction inspection

Water Division

Completed approximately 55 DigSafes;
Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
Conducted 5 final reads;
Hooked up 1 house with temporary water while service is being repaired;
Installed 2 new water meters and turned one new water service on;
Installed 1 new hydrant;
Continued meter reading;
Continued working on the lead and copper sampling plan for 2018;
Continued painting hydrants
Continued watering tree list

Park and Cemetery Division

1 grave dug with casket interment;
Cleaned and serviced equipment;
Cut grass at the Library, Case Park, Children’s Park, Anniversary Park, Knox Park, Water Can Park, Fire HQ, Fire Station 2, Wellesley Street Pump Station, DPW, Police Station, and Linwood Cemetery;
Weeded, cleaned, and removed past flowers in flower/shrub beds in parks and cemeteries as needed;
Continued updating the cemetery spreadsheets for interments and lot owners

Solid Waste and Recycling Division

Processed 1, 100-yard solid waste dumpster totaling 25.77 tons;
Picked up municipal office recycling – 750 lbs;
Picked up Town office and select town park solid waste – 1,260 lbs.;
Processed 1 cardboard container – 5.47 tons;
Processed 1 glass container – 6.12 tons;
Processed 1 newspaper container – 7.58 tons;
Ran 1 shuttle for brush /logs – 5.45 tons;
Process 1 container of scrap wood – 4.92 tons;
Assisted with the pickup of various donations including clothing, electronics, books and bikes –3,610 lbs;
Assisted with pickup of Weston textiles – 2,125 lbs;
Electronics and appliances w/Freon – 3,880 tons;
Processed the pickup of CRT electronics – 3,080 tons;
Organized and maintained order in swap shed;
Cleaned and pumped in the trailer pit as needed;
Picked up litter and cleaned up around the site as needed;
Cut the grass on the landfill cap and around the building

Highway/Stormwater Divisions

Hot patching potholes: various;
Fallen tree/branch removal from the roadway and/or culverts: Summer Street, Farm Road, and Newton Street;
Tree and tree limb removals (pruning work): North Avenue (Old North Road to Lincoln Town-line);
Tree pruning (DPW): Walker, Hickory, Chadwick, Chestnut, Montvale;
Inspect miscellaneous tree locations for possible action: several;
Tree and brush letters to residents: Concord Road and Bemis Road;
Respond to miscellaneous calls for service: roadside litter and objects in roadway, illegal sign removal;
Set up detours: Highland Street, Glen Road and Winter Street;
Repair drain manhole/catch basin: Colburn Field, School Street at Maple Street, School Street at Soccer Field, Brown Street, Blossom Lane;
Respond to flooding calls: Glen Road, Highland Street, and Newton Street;
Pave water trenches/basins: 2 @ West Cliff Road, Walker Road; School Street, Brown Street, Blossom, and Lawrence Road;
Install catch basin and manhole ID markers – middle and south sections;
Check and clear waterways (training): Division list;
Flail mowing: All school perimeters (i.e. fields, roadways, parking lots, all recreation fields and pool), and Division list of roadways and sidewalk areas;
Cleaned and serviced equipment;
DIGSafe mark-outs: Country Drive, Alphabet Lane, and Conant Road;
Remove erosion control for paving: Highland Street and Glen Road;
Oversee headwall repair contractor: Highland Street;
Oversee apron cobble stone repair contractor: Walker Road;
Oversee line painting contractor: New pavement roadways, stop lines, and crosswalks;
Load contractor trucks with waste and usable aggregate

Vehicle Maintenance Division

Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 7 school buses, 9 police vehicles, 3 DPW trucks and other equipment, and 2 school grounds vehicles noting that the DPW Vehicle Maintenance Division is responsible for over 122 pieces of rolling stock for the Town;
Performed 1 major repairs on vehicles with Major/Significant maintenance activity: School bus inspections (registry)
