Concord Road (Merriam St to Sudbury Rd) Reconstruction

June 10 - June 16, 2018

The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

 
road work

Administration/Engineering Division


Paving and Roadwork

Drainage Work
  • Fairview Road - culvert replacement between Conant and Montvale roads is anticipated to occur week of June 11
  • Highland Street (btwn Pine and Winter streets) - work is anticipated to begin after Fairview Road project is complete;
  • Water gate replacement at Merriam St/Aberdeen Rd - currently under review with anticipated start week of June 18
Calendar Year 2018 Anticipated Roadway Reconstructions
  • Fairview Road and Montvale Road intersection, Winter Street (Route 30 to Brown Street), Glen Road (Wellesley Street to Oak Street), Highland Street (Pine Street to Route 30) - assuming all gas work, water work, and drainage work is completed;
  • DPW anticipates Gail Road, Pembroke Road, Webster Road, and Arrowhead Road will occur if the gas work (National Grid) can get completed this year and Merriam Street pending culvert replacement, gas final connection, drainage rehabilitation at/abt. Westland Rd, new sidewalk work and water gate replacements at Aberdeen Rd;
  • DPW continues to work on obtaining easements on Newton Street before roadway work can begin
Reconstruction Starting
  • Aspen Road, Juniper Road, Cherry Brook Road (from Juniper to no. 156) - reclamation started June 11th, binder course and structure adjustments are anticipated to start June 18th;
  • Concord Road (from Merriam Street to Sudbury Road) - anticipated start June 20th
Paving Completed
  • Summer Street – pavement markings anticipated in next few weeks, replacement of guardrail anticipated late summer; 
  • Conant Road (Church Street to Woodward Lane) - pavement markings anticipated in next few weeks


State/Utility Project Work

Ongoing
  • Route 30 (South Avenue) and Wellesley Street Signal Improvement Project - final landscaping and final cleanup ongoing.  MassDOT and its contractor are non-committal with schedule to complete;
  • National Grid’s gas relay projects - Church Street at/about Pigeon Hill Road (project currently on hold)
  • Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), hazard trees at/near power lines, etc.
  • Continuing to coordinate with Eversource and MassDCR on the Rail Trail Project -  Paving work (binder course) is complete.  DCR work on cattle crossing concrete work and railing work to begin week of June 18th.  Additionally, DPW Director is working with Rail Trail Advisory Committee in setting up a consultant contract for proposed trail parking areas, etc.
National Grid's Gas Relay Projects -

Sherburn Circle, continuation of Wellesley Street (699-654: petition submitted to Selectmen), and Concord Road (1-81)

Finishing:
  • Wellesley Street including Bass Pond Road (Rockport Road to town line) and Conant Road / Colchester Road – National Grid targeting final trench pave appx June 23 with final paving appx June 25th;   
  • Conant Road / Colchester Road – National Grid finished final trench paving this week
Construction starting
  • Gail Road (11 - 27) with Pembroke Road to follow, Oak St (94 - 147) 
  • Newton Street (2 - 217) and Pheasant Trail (1 - 25) - working in vicinity of Ash St, headed towards Rt. 30

Engineering

Drainage/Water Work
  • DPW continues to work on obtaining necessary easements on Newton Street before roadway work can be planned;
  • Drainage design work on Newton Street is nearing completion with anticipated construction for summer;
  • Black Oak Pump Station Project – Town Engineer  working on easement document with impacted property owner.  Town Engineer working with Eversource and property owner to address some/all pole concerns; 
  • Paines Hill Water Tank Improvement Project - building construction ongoing
Progress Made
  • Southside Drainage Project - The necessary easements for Phase 2 of the project have been secured.  The permitting will be conducted with construction anticipated for fall 2018.  Conservation Commission meeting upon receipt of all Phase II easement will be next action item;
  • Chiltern Road Water Main Replacement - installation of main continues, project is anticipated to be complete end of June/early July
  • Columbine and Dean Roads Water Main Improvements - main work is completed, final trench paving anticipated in next few months

Consultant Work

Ongoing
  • Overseeing consultants’ work on Warren Avenue Sidewalk Project;
  • Overseeing consultant design work for drainage work for construction season 2016 (Newton Street and Merriam Street).  Continue to attempt to secure required easements on Newton Street;  
  • Merriam Street Sidewalk Project - funding secured (Annual Town Meeting) for the work, culvert replacement and drainage work needs to take place, sidewalk project needs to be coordinated with roadway work;
  • Wireless Meter Reading, meter replacements and meter installation (approximately 1700) - Interviews with vendors that met criteria was held on March 21st.  No change, yet;
  • Concord Road Culvert replacement (which has impacts on the Warren Avenue and Merriam Street culverts) - Decision matrix tabling is being evaluated;
  • Town Center Improvement Project - public input meeting on June 13th to discuss the progress and designs of the project

Stormwater

  • Currently reviewing 9 Stormwater Permits;
  • Currently issued 49 Stormwater permits which also requires construction inspection

Water Division

  • Completed approximately 43 DigSafes;
  • Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
  • Conducted 5 final reads;
  • Installed 1 new water service;
  • Oversaw the repair of 1 water service leak;
  • Oversaw the water main project on Chiltern Road including the installation of 3 new water gates and water main shut down;
  • Continued meter reading;
  • Continued hydrant flushing program;

Park and Cemetery Division

  • Installed foot marker;
  • Cleaned and serviced equipment;
  • Cut grass in Linwood Cemetery, Case Park, Wellesley Street Pump Station, Library, South Cemetery, Central Cemetery, Linwood Avenue, and the Fiske House;
  • Started updating the cemetery spreadsheets for interments and lot owners;
  • Work with Weston High School students weeding invasive garlic mustard in Linwood Cemetery as a community service project;
  • Trained the Water Division summer help on how to water all the trees on the 2018 tree watering list;

Solid Waste and Recycling Division

  • Processed 1, 100-yard solid waste dumpster totaling 22.62 tons;
  • Picked up municipal office recycling – 1,900 lbs;
  • Picked up Town office and select town park solid waste – 1,680 lbs.;
  • Processed 1 cardboard container – 6.70 tons;
  • Processed 1 glass container – 4.78 tons;
  • Processed 1 bulky plastic container – 2.67 tons;
  • Ran 1 shuttle for grass/leaves – 13.77 tons;
  • Ran 1 shuttle for brush /logs – 6.02 tons;
  • Processed 1 metal container – 3.34 tons;
  • Process 1 container of scrap wood – 4.10 tons;
  • Assisted with the pickup of various donations including clothing, electronics, books and bikes – 720 lbs;
  • Assisted with pickup of Weston textiles – 2,160 lbs;
  • Processed pickup of medical sharps – 30 lbs; 
  • Organized and maintained order in swap shed;
  • Cleaned and pumped in the trailer pit as needed;
  • Pick up litter and cleaned up around the site as needed;
  • Cut the grass on the landfill cap;
  • Worked with Weston High School students sorting metal cans and organizing the swap shed as a community service project

Highway/Stormwater Division

  • Hot patching potholes: various;
  • Skin overlay degraded roadway surfaces:  Radcliff, Sylvan, Pembroke, Cherry Brook, Sears, Laurel;
  • Fallen tree / branch removal from roadway and/or culverts: Westerly, October, Concord, Chestnut, Fairview;
  • Pickup deer removals:  Newton Street;
  • Traffic signage and maintenance repairs: South Avenue, Winter, Bogle, Juniper, Cherry Brook, etc.;
  • Respond to miscellaneous calls for service:  roadside litter and objects in roadway, illegal sign removal;
  • Inspect and/or as necessary all mailbox call locations:  Old Colony and Cerulean;
  • Repair catch basin:  Riverside Road and Conant Road;
  • Pipe and/or culvert jet cleaned:  Radcliff and Winter;
  • Mowing and trimming:  islands, roadways shoulders, and sidewalk areas;
  • Flail mowing:  Aspen, Cherry Brook, Juniper for reconstructions and North section;
  • Cleaned and serviced equipment;
  • Worked with contractor:  Cherry Brook, Juniper, and Aspen;
  • Install erosion controls:  Cherry Brook and Aspen;
  • Install message board:  Cherry Brook area project;
  • Relocate and program traffic message boards:  Concord Road, Cherry Brook Road;
  • Deliver pre-construction notices:  Cherry Brook Road, Juniper Road, Aspen Road and Concord and Sudbury Roads;
  • Brush Dump cleanup and organization.

Vehicle Maintenance Division

  • Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 8 school buses, 5 police vehicles, and 18 DPW trucks and other equipment, noting that the DPW Vehicle Maintenance Division is responsible for over 122 pieces of rolling stock for the Town;
  • Performed 1 major repair on vehicles with Major/Significant maintenance activity:  Bus No. 6 rear spring replaced;
