The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

 
pavement markings

Administration/Engineering Division


Paving and Roadwork

  • North Avenue Roadway Resurfacing Work – Additional pavement markings work required at Lexington Street intersection.  Final pavement markings work anticipated for November;  
  • Viles Street – Need to complete driveway apron work, final landscaping, and cleanup work – No work last week; 
  • Locust Street and Merriam Street (Concord Road to Sunset Road) – Remaining work includes the installation of ADA ramps, final pavement installation, final landscaping work, pavement markings (centerline, crosswalk, etc.), and final cleanup; 
  • Fairview / Montvale roads and Newton Street - drainage design work has begun and must be completed prior to a roadway reconstruction.  We continue to work on drainage designs and necessary easements before roadway work can be planned on Newton Street

State/Utility Project Work

  • Route 30 (South Avenue) and Wellesley Street Signal Improvement Project - Sign installations, final landscaping, and final cleanup including the removal of work trailers over the next several weeks;   
  • National Grid’s gas relay projects
    • Summer Street - gas main replacement work is ongoing with anticipated completion in October, noting that trench work will be completed as well; 
    • Church Street at/about Pigeon Hill Road - project currently on hold;
    • Wellesley Street including Bass Pond Road (Rockport Road to town line) anticipated to ongoing;  
    • Conant Road / Colchester Road gas main replacements anticipated to start this week;  
    • Glen Road (Wellesley Street to Cliff Road intersection plus or minus) gas main replacement anticipated to start after Wellesley Street is complete.  More to come on anticipated schedules

Ongoing Projects

  • Black Oak Pump Station Project ongoing – Engineering for generator move and final landscaping and screening is underway.  Town Engineer will conduct an outreach prior to advertising work is completed;
  • Overseeing consultants’ work on Cooks Pond Dam and Pump Rehabilitation Project.The re-advertised bids have been opened and engineering is evaluating bids;
  • Overseeing consultants’ work on the Southside Drainage Project.  Attempting to secure the necessary easements for Phase 2 of the project.  Once completed, the permitting will be conducted with construction anticipated for spring 2018;
  • Paines Hill Water Tank Improvement Project - the project is anticipated to be re-advertised in the fall

Consultant Work

  • Overseeing consultants’ work on several sidewalk design projects – Latest plans available for viewing online. 
    • Warren Avenue Sidewalk Project - DPW has reached out to an impacted abutter of the project from whom an easement is required; 
    • Merriam Street Sidewalk Project - several easement issues remain and the project has gone before the Conservation Commission and Planning Board.  Several site walks have taken place.
    • Ash Street Sidewalk Concept - Overseeing consultants’ work on concept plan. Quotes from consulting firms for final design and permitting have been received.  Funding is needed;
  • Overseeing consultant’s work on the modification of the Boston Post Road / Wellesley Street intersection study and the Boston Post Road / School Street intersection study.  Submitted project for consideration to the state as a TIP project;
  • Overseeing consultant design work for drainage work for construction season 2016 (Newton Street, Merriam Street, and Fairview/Montvale roads area).  Continue to attempt to secure required easements on Newton Street.  Continued to work on design at Fairview and Montvale roads area;
  • Overseeing consultant concept / design work for Town Center Project.  Preliminary Plans submitted for review and comment.  DPW has provided preliminary review comments but is awaiting committee comments as well.  Portion of the design contract for burying utilities is being prepared by the consultant;
  • Overseeing consultant work on setting up RFPs for Wireless Meter Reading; 
  • Overseeing consultant design and permitting for Concord Road Culvert replacement, which has impacts on the Warren Avenue and Merriam Street culverts.  Town won a $37,000 grant to review the sizing of the culvert(s) in this area awaiting contracts from State

Engineering

  • Currently reviewing 8 Stormwater Permits;
  • Currently issued 59 Stormwater permits which also requires construction inspection

Water Division

  • Completed approximately 44 DigSafes;
  • Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
  • Conducted 5 final reads;
  • Continue to read water meters, cycle one;
  • Witnessed 2 fire flow tests;
  • Worked with the Wellesley Water Division to flush out interconnections between Weston and Wellesley;
  • Oversaw the rebuild of 2 fire hydrants;
  • Responded to high water bill complaints;
  • Responded to 0 low-pressure calls;
  • Responded to 0 dirty water calls
 
storm debris

Park and Cemetery Division

  • 0 cremation interment;
  • 1 graves dug with casket interment;
  • Installed 3 foot markers;
  • Constructed the temporary shoring for the mound tomb in Central Cemetery;
  • Cut, trimmed and pruned in Linwood and Central Cemeteries;
  • Picked up branches in cemeteries and parks from the high winds and rain;
  • Assist the Transfer Station with push downs on bins with backhoe as necessary;
  • Clean and service equipment;
  • Removed and clean gator bags from the town trees and stored away for next year

Solid Waste and Recycling Division

  • Processed 2, 100-yard solid waste dumpsters totaling 43.55 tons;
  • Picked up Weston Town office recycling – 1,440 lbs;
  • Picked up Weston Town office solid waste – 1,200 lbs.;
  • Processed 1 cardboard container – 6.58 tons;
  • Processed 1 glass container – 0 tons;
  • Processed 1 plastic container – 3.34 tons;
  • Processed 1 newspaper container – 0 tons;
  • Ran 1 shuttle for grass/leaves – 6.97 tons;
  • Ran 1 shuttle for brush /logs – 3.53 tons;
  • Processed 1 metal container – 4.5 tons;
  • Assisted with the pickup of various donations including clothing, electronics, books and bikes – 120 lbs;
  • Electronics and appliances w/Freon – 0 tons;
  • Processed the pickup of CRT electronics – 0 tons;
  • Processed 5 cent deposit bottles and cans – 0 lbs;
  • Processed 1 rechargeable battery pickup – 0 lbs;
  • Processed pickup of medical sharps – 0 lbs; 
  • Processed 1 pickup of light bulbs – 0 lbs;
  • Organized and maintained order in swap shed;
  • Monitored and assisted residents at the Brush Dump – 21 vehicles;
  • Cut and trimmed around the property;
  • Cleaned and pumped in the trailer pit as needed

Highway/Stormwater Division

  • Roadside mowing:  Transfer Station, Birch Lane;
  • Hot patching potholes: Irving Street, Old Road, Hilltop Road, Pigeon Hill Road;
  • Mowing islands and grass strips:  none;
  • Small equipment repairs: 16” roadway saws, 18” and 16” chain saws;
  • Fallen tree / branch removal from roadways:  Davenport, Old Colony, Ridgeway, Valley View, Viles, River, Conant, Lexington, South Avenue, Oak (2), Terrace, Doublet Hill, Hilltop, Montvale, Route20, Wellesley, and more;
  • In-house training of wood chipper safety and operation;
  • Traffic detours and signage and maintenance repairs: North Avenue, Cliff, etc.;
  • Catch basin / sinkhole repairs:  none;
  • Prep. catch basins for repairs:  none;
  • Pave basins of the week:  none;
  • Check and clear basin/waterways:  all sections in Town, pre/post rain storm;
  • Skin overlay/grindings:  none;
  • Repair sidewalk pavement deficiencies: Wellesley Street, Winter @ Brown Street;
  • Sweeping:  none;
  • DPW yard maintenance:  none;
  • Cleanup and reorganize Brush Dump:  residential dumping;
  • Transport 17 loads of gravel to bus barn area;
  • Loam and seed roadway shoulders:  none;
  • Oversee contractor for paving:  none;
  • Transport new granite slabs for Merriam Street project;
  • R&R granite pieces for ADA ramp relocation:  Merriam Street;
  • Oversee tree removal contractor:  none;
  • Inspect miscellaneous tree locations for possible action:  Conant Road;
  • Guardrail Maintenance:  Wellesley, School;
  • Remove split post and rail fencing:  Boston Post Road by Center Street;
  • Respond to miscellaneous calls for service:  roadside litter and objects in roadway, illegal sign removal, etc.;

Vehicle Maintenance Division

  • Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 7 school buses, 2 police vehicles, 9 DPW trucks and other equipment, 0 recreation vehicles, and 0 school grounds vehicles;
  • Performed 2 major repair(s) on vehicles with Major/Significant maintenance activity:  Bus  No. 17 turbo actuator, Bus No. 25 fuel tank. inspections completed;
  • Performed 0 repairs on sanders/plows;
  • Did NOT assist Highway Division with sanding and/or plowing operations this week
