Crack sealing of Town roadways, as part of the first year of the Pavement Management Program

The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

pavement

Administration/Engineering Division


Paving and Roadwork

  • North Avenue Roadway Resurfacing Work – Additional pavement markings work required at Lexington Street intersection.  Final pavement markings work expected to occur in October 2017. The overall list was given to the contractor and Town is waiting for the proposed schedule (night work); 
  • Viles Street – Some of the driveway aprons have received final pavement.  Need to complete driveway apron work, final landscaping, and cleanup work;
  • Locust Street and Merriam Street (Concord Road to Sunset Road) – Tentative schedule for final paving work is October 31st with the remaining work including adjustment of structures, installation of ADA ramps, final pavement installation, final landscaping work, pavement markings (centerline, crosswalk, etc.), and final cleanup; 
  • Fairview / Montvale roads and Newton Street drainage design work has begun and must be completed prior to a roadway reconstruction;  
  • DPW continues to work on drainage designs and necessary easements before roadway work can be planned on Newton Street

State/Utility Project Work

  • Route 30 (South Avenue) and Wellesley Street Signal Improvement Project - Sign installations, final landscaping, and final cleanup including the removal of work trailers is expected over the next several weeks.  The signal is fully functional.  Inspection of signal schedule did not take place on Oct. 16th due to conflicts. 
  • National Grid’s gas relay projects:
    • Summer Street gas main replacement work is ongoing with an anticipated completion for October, noting that trench work will be completed as well;  
    • Church Street at/about Pigeon Hill Road - project currently on hold;  
    • Wellesley Street including Bass Pond Road (Rockport Road to town line) -work started;
    • Conant Road / Colchester Road - work anticipated to start the week of October 23rd; 
    • Glen Road (Wellesley Street to Cliff Road intersection plus or minus) - work is anticipated to start after Wellesley Street project.  More to come on anticipated schedules.

Ongoing Projects

  • Black Oak Pump Station Project ongoing – Engineering for generator move and final landscaping and screening is underway.  Town Engineer will conduct an outreach prior to advertising work is completed;
  • Overseeing consultants’ work on Cooks Pond Dam and Pump Rehabilitation Project -  Re-advertised bids have been opened and Engineering is evaluating bids;
  • Overseeing consultants’ work on the Southside Drainage Project - Attempting to secure the necessary easements for Phase 2 of the project.  Once completed, the permitting will be conducted with construction anticipated for spring 2018;
  • Paines Hill Water Tank Improvement Project - the project is anticipated to be re-advertised in fall

Consultant Work

  • Overseeing consultants’ work on several sidewalk design projects – Latest plans available for viewing online. 
    • Warren Avenue Sidewalk Project - DPW has reached out to impacted abutter of the project from whom an easement is required;
    • Merriam Street Sidewalk Project - several easement issues remain and the project has gone before the Conservation Commission and Planning Board.  Several site walks have taken place.
    • Ash Street Sidewalk Concept - Overseeing consultants’ work on concept plan. Quotes provided to Traffic and Sidewalk Committee for final design and permitting;
  • Overseeing consultant’s work on the modification of the Boston Post Road / Wellesley Street intersection study and the Boston Post Road / School Street intersection study.  Submitted project for consideration to the State as a TIP project;
  • Overseeing consultant design work for drainage work for construction season 2016 (Newton Street, Merriam Street, and Fairview/Montvale roads area).  Continue to attempt to secure required easements on Newton Street.  Continued to work on design at Fairview and Montvale Road area;
  • Overseeing consultant concept / design work for Town Center Project.  Preliminary Plans submitted for review and comment.  DPW has provided preliminary review comments but is awaiting committee comments as well.  A portion of the design contract for burying utilities being prepared by the consultant; 
  • Overseeing consultant work on setting up RFPs for Wireless Meter Reading; 
  • Overseeing consultant design and permitting for Concord Road Culvert replacement which has impacts on the Warren Avenue and Merriam Street culverts.  Town won a $37,000 grant to review the sizing of the culvert(s) in this area awaiting contract for grant

Engineering

  • Currently reviewing 8 Stormwater Permits;
  • Currently issued 59 Stormwater permits which also requires construction inspection
water

Water Division

  • Completed approximately 44 DigSafes;
  • Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
  • Conducted 3 final reads;
  • Investigated service leak;
  • Installed one large meter;
  • Shut down one fire service for repairs;
  • Install one new fire hydrant;
  • Responded to 0 low-pressure calls;
  • Responded to 0 dirty water calls

Park and Cemetery Division

  • 0 cremation interments;
  • 0 graves dug with casket interment;
  • Constructed the temporary shoring for the mound tomb in Central Cemetery;
  • Cut, trimmed and cleaned Linwood Cemetery;
  • Cut, trimmed and cleaned at Town Hall and around Town Green;
  • Assist the Transfer Station with hauling in fill to grade the new bins;
  • Clean and service equipment;
  • Removed and cleaned the gator bags from the town trees and stored away for next year

Solid Waste and Recycling Division

  • Processed 1, 100-yard solid waste dumpster totaling 12.48 tons;
  • Picked up municipal office recycling – 780 lbs;
  • Picked up Town offices and select Town parks solid waste – 920 lbs.;
  • Processed 2 cardboard containers – 4.19 tons;
  • Processed 1 glass container – 4.29 tons;
  • Processed 1 plastic container – 0 tons;
  • Processed 1 newspaper container – 0 tons;
  • Ran 2 shuttles for grass/leaves – 27.20 tons;
  • Ran 0 shuttles for brush /logs – 0 tons;
  • Processed 1 metal container – 0 tons;
  • Assisted with the pickup of various donations including clothing, electronics, books, and bikes – 2.76 tons;
  • Electronics and appliances w/Freon – 1.71 tons;
  • Processed the pickup of CRT electronics – 3.12 tons;
  • Processed 5 cent deposit bottles and cans – 0 lbs;
  • Processed 1 rechargeable battery pickup – 0 lbs;
  • Processed pickup of medical sharps – 0 lbs; 
  • Processed 1 pickup of light bulbs – 0 lbs;
  • Organized and maintained order in swap shed;
  • Spread gravel at the newly configured bins;
  • Monitored the brush dump as needed;
  • Pressure washed the solid waste compactor area;
  • Cleaned and pumped in the trailer pit as needed

Highway/Stormwater Division

  • Roadside mowing:  Irving, Ware, Church, Merriam, North Avenue, Warren Avenue, etc.;
  • Hot patching potholes: Irving Street, Old Road, Hilltop Road, Pigeon Hill Road;
  • Mowing islands and grass strips per Department list: various;
  • Small equipment repairs: 16” roadway saws, 18” and 20” chain saws;
  • Fallen tree / branch removal from roadways:  Highland Street, Church Street, North Avenue, and Ferndale Road;
  • Traffic detours and signage and maintenance repairs: Ridgeway Road, Cliff Road, Temporary stop sign on Route 30 during power outage;
  • Catch basin / sinkhole repairs:  Indian Hill @ Kings Grant, South Avenue;
  • Prep. catch basins for repairs:  none;
  • Pave basins of the week:  none;
  • Check and clear basin/waterways:  none;
  • Skin overlay & repair potholes (hot mix):  Old Road, Montvale, Conant, Dean, North Avenue, Fire Department #2, Lexington Street, and Wellesley Street;
  • Sweeping:  none;
  • DPW yard maintenance:  pave loading dock area;
  • Stockpile in storage area:  salt deliveries in preparation for winter’s snow and ice season;
  • Loam and seed roadway shoulders:  Viles Street, Fairview Road, Montvale, and Pigeon Hill Road;
  • Oversee crack sealing contractor:  Drabbington, Lexington, Page, North Avenue, Boston Post Road, Golden Ball, etc.;
  • Oversee tree removal contractor:  Ridgeway, Rolling, Wellesley, and Old Colony;
  • Inspect miscellaneous tree locations for possible action:  Old Colony, Rolling Lane, Oakdale, and Conant Road;
  • Guardrail maintenance:  Merriam Street at RR bridge parking lot;
  • Respond to miscellaneous calls for service:  roadside litter and objects in roadway, etc.

Vehicle Maintenance Division

  • Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 8 school buses, 4 police vehicles, 5 DPW trucks and other equipment, 1 recreation vehicle, and 0 school grounds vehicles;
  • Performed 2 major repair(s) on vehicles with Major/Significant maintenance activity:  Rear air brake cans on H-10 and S-12;
  • Performed 0 repairs on sanders/plows;
  • Did NOT assist Highway Division with sanding and/or plowing operations this week
