July 31 - August 6, 2022The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

2022 Roadway Reconstruction ProgramUtility work needs to be appropriately coordinated and completed, the following roads are expected to be worked on this construction season. Also note the gas main work being completed by National Grid in the utility work section below:
Round 1 (April/May/June timeframe) – Next Action Item: Pavement markings (stop lines at various locations) with timelines TBD: a)End of Kings Grant Road (Route 117 to Spruce Hill Road Intersection) – double barrel;
b)Myles Standish Road;
c)Plymouth Road;
d)Bradford Road;
e)Hancock Road; Round 2 (July/Augusr/September timeframe) - Merriam Street (Westland Road to Silver Hill Road) Including Sidewalk in this area as well… Reclaim work started the week of July 28th and completed the week of August 1st. Grading and Binder Pavement Course installed. Anticipate ADA ramps being installed the week of August 8th and installing a much of the granite curbing that is in stock for the sidewalk side of the roadway starting at the Silver Hill Road intersection. Note that there may be delays finishing the curbing work due to an apparent shortage of granite curbing.
- Hallet Hill Road – The roadway was reclaimed, graded, and binder course of pavement installed. Driveway apron binder course anticipated being installed the week of August 8th and structure adjustments in preparation of the top course of pavement to be installed (schedule TBD).
- Willard Road – drainage work needed prior to reconstruction – anticipate work being started next construction season;
- Bemis Road – Drainage work needed prior to reconstruction – anticipate work being started next construction season;
- Longmeadow Road – anticipate roadway work starting the end of August / beginning of September;
- Spring Road – anticipate roadway work starting the end of August / beginning of September;
- Lantern Road – anticipate roadway work starting the end of August / beginning of September;
- Old Coach Road – anticipate roadway work starting the end of August / beginning of September.
Round 3 (with gas main work still ongoing on Ridgeway Road we are anticipating that this round of paving will occur next construction season) - Bittersweet Road;
- Chiltern Road;
- Dean Road;
- Ferndale Road;
- Old Colony Road;
- Columbine Road
On the radar depending on how the season goes: - Hickory Road – drainage work (crossings) first;
- Briar Lane;
- Walnut Road (public section);
Road Cutting after Paving Moratorium Once paving is completed on any roadway in Weston, a five-year moratorium on pavement cutting is placed on that road. This is done to protect the investment made by taxpayers. A five-year schedule of anticipated roadway reconstruction is available on the DPW's web page under Capital Improvement Projects.
Town Center Improvement Project Ongoing Work
Outstanding work – Replacement trees still outstanding (10 locations) and remaining punchlist items ongoing.

State/Utility Project Work- Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
- National Grid has submitted several permits for repairing long-standing gas leak locations;
- Eversource is conducting tree work (pruning and removals) on several streets in the middle/south section of Town starting along Route 20 to Love Lane to Highland Street to Pine Street, etc…anticipate crews being in Town for several weeks noting that they are currently not in town, but anticipate them returning later this summer.
National Grid Gas Relay Projects:- Church Street – (at/about Pigeon Hill Road) Work completed with the exception of the crossing over the MBTA/Rail Trail – Draft of revised proposal of bridge crossing provided to DPW for review and comments
- Winter Street (Brown to Radcliffe Road) – Select Board grant of location held on 3/8/22 and GOL approved that evening with conditions.
- Wellesley Street (649 to Sylvan Lane) – Gas main replacement work ongoing and anticipated thru August / September 2022;
- Black Oak Road and Nobscot Road – Work Ongoing. Crew is working on services anticipating completing the end of the August 8th week;
Oxbow Road – Completed;Glen Road (from Oxbow to Wellesley Town Line) – Final trench paving work outstanding.Roundhill Road – Completed; Willard Road – Completed.- Brook Road – Anticipate work starting end of August / beginning of September.
Bemis Road – Completed.Hallet Hill Road (11-15) – Completed.- Ridgeway Road (170-250) – Gas main replacement work ongoing. Anticipate work going through end of August.
- There may be additional gas main replacement work later in the 2022 Construction Season, but the NGrid designs are not yet completed.
- It is anticipated that approximately 19810 LF or 3.75 miles of gas main will be replaced during the 2022 Construction Season.
Merriam Street Bridge over the MBTA (owned and maintained by MassDOT)Town is attempting to work with MassDOT on more permanent solution to bridge carrying capacity. MassDOT has been silent since the temporary pier construction was built. Awaiting a response from MassDOT to very pointed comments and/or concerns and a request on status of permanent fix. Eversource Utility Pole and Infrastructure Upgrades on 117/North Ave & Winter Street (from Natick Town line to just north of Bogle Street)Eversource crew indicated that all their overhead infrastructure is completed and the remaining work is the transfers for others (Crown Castle, Verizon, Comcast and Town Fiber). The remaining double poles can be removed. MassDOT Newton-Weston bridge replacements and rehabilitations at I-90/I-95 – Scheduled Design Public Hearing (virtual) on 8/18/22. Ongoing DPW Projects & Consultant Work Drainage and Culvert- Southside Drainage – Phase III – design and permitting work completed. Neighborhood meeting occurred with one (1) participant. Next action items are affirming easement rights Anticipate project startup Fall of 2022 assuming Engineering can finalize all necessary easements;
- Overseeing consultant design and permitting for Concord Road Culvert replacement, which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated. Engineering presented findings to Select Board and the Conservation Commission.
- Overseeing consultant design and permitting for Sherburn Circle Culvert replacement which the Engineering Division anticipates startup August 2022 with contract being processed. Anticipate work occurring through much of the Fall 2022.
State TIP (Overseeing Consultant Work On) - Proposed Route 30 Roadway Reconstruction TIP Project (roadway, sidewalk, drainage improvements, intersection improvements, etc.) - approval of 25% plan submission was approved by the Board at a September 24, 2020 meeting. Formal 25% Submission to MassDOT October 2020. Town trying to get MassDOT to schedule 25% Design Public Hearing which is currently anticipated being September 22, 2022 at 6:30 pm (Virtual). Town will continue to work towards getting this project included in the TIP which is programed for FY 2026 in the MPO plan; Project info at weston.org ;
- Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - Project info at weston.org. Next action item: addressing comments received at the Public Hearing and then submission of 75% Highway Submission. Town will continue to work towards getting this project included in the TIP which is programed for FY 2026 in the MPO plan;
- Proposed Intersection Improvements at Highland Street and Route 20 (potential TIP Project) – Town Engineer and Traffic and Sidewalk Committee working with consultant on data gather aspect of this proposed project.
SidewalkAsh Street Sidewalk Project – Failed to pass at Town Meeting.- Warren Avenue – Funding secured for the work; culvert replacement and drainage work needs to take place; sidewalk project needs to be coordinated with roadway work. Warren Avenue sidewalk project has been shelved due to varying opinions on the design of the sidewalk and placement
Highland Street – Rehabilitation project including the addition of two crosswalks at Highland Meadows. Remaining work this construction season is loaming and seeding and final cleanup. The crosswalks will not be constructed until there is a signoff on the approved plans. The ADA ramps were built on the sidewalk side of Highland Street. - Resident Notices for Meter Upgrades: June 18th. First letters send out to Cycle #1 (north section of town);
- GPS coordinates collected on all current infrastructure installations;
- Three remaining Collector Antenna sites prepped for installations – work completed;
- Meter Upgrades at DPW completed and operating on new system – Approximately 50% operational (1878 customers). Meter supply shortage the issue…currently taking in excess of 4 months to get an order of water meters.
- Paines Hill Tank Replacement Design – Consultant contract not executing pending review of land and zoning issue with Town Counsel and Working Group set up by the Town Manager and Select Board to review land and zoning issues. Select Board meeting held on January 11th to discuss zoning change and land exchange issues. Zoning By-Law change did not pass at May 2022 Town Meeting.
- Coordinating with Developer on Park Road and Recreation Road Development – Including but not limited to roadway modifications on Park Road which is in the permitting phase, water main replacement/upgrade which is ongoing, closure of old water wells which is substantially completed with project closeout paperwork outstanding.
- Coordinating with Public Tree RFP – Participate in process relating to public tree RFP thru the Town Planner’s office. Contract is being managed by the Town Planner.
- MWRA Metropolitan Water Tunnel Program – Participating in update meetings with the MWRA and its consultant as they work towards the Draft Environmental Impact Report (DEIR).
- I-90 / I -95 (Route 218) Bridge Replacement projects – Scheduled Design Public Hearing (virtual) on 8/18/22. Visit MassDOT website for hearing information.

- The Weston Illicit Discharge Detection and Elimination (IDDE) Plan updated to include training for the MS4 Permit in Weston.
