November 15 to November 21, 2020The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. 2020 Roadway Reconstruction Program: 6.25 Miles of Roadway Resurfaced The Public Works team is finishing up the construction season and is preparing for winter operations and plans for the 2021 paving season. The five-year roadway improvement program is available to view online for residents wanting to know which streets are scheduled for next year. - Merriam Street - Silver Hill Road to Sunset Road - Driveway aprons 11/16, loam 11/17 and seeding 11/20

ROAD CUTTING AFTER PAVING MORATORIUMOnce paving is completed on any roadway in Weston, a five-year moratorium on pavement cutting is placed on that road. This is done to protect the investment made by taxpayers. A five-year schedule of anticipated roadway reconstruction is available on the DPW's web page under Capital Improvement Projects. 2020 Deferred Roads (due to budget reduction, anticipate 2021 season) There is a great deal of planning and coordination that goes into the overall roadway schedule and the annual roadway construction activities that also involve associated drainage, culvert, water, sidewalk, and utilities (National Grid) work.

Town Center Improvement ProjectFind construction updates - sign up for "Town Center Construction Project" email/text notifications Weston.org/StayInformed or visit project web page at Weston.org/TownCenter for three-week look ahead and project views. The majority of the subsurface structures and conduit work is completed with the exception of the secondary conduits for 464, 450 and 391 Boston Post Road. Anticipated work over the next several weeks: - Walgreens frontage
- Eversource pole set and overhead wire transfers ongoing
- electrical service and coordination with wiring inspector (note approximately 25% of the services have been signed off on and area ready for transfer once Eversource completes its work)
- Service connection from Church Street to Town House Road expected the week of November 30
- Eversource anticipated to complete powering-up the dual system when the service work is completed
- The middle section of BPR is anticipated to occurring the following week, and then continuing in sections
- Light poles anticipated to be powered before end of December

State/Utility Project Work- Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
- National Grid has submitted several permits for repairing long-standing gas leak locations;
National Grid Gas Relay Projects:3.4 miles of gas main replaced this seasonNational Grid’s remaining gas relay projects for the 2020 Construction Season: - Sherburn Circle and Tyler Road – Gas Main work ongoing. Anticipate the NGrid crew will be on site for the duration of this construction season;
- 292-352 Winter Street – Gas Main and service work completed. Pavement restoration obligations will take place next construction season in the spring 2021;
- 74-147 Orchard Avenue (private roadway) – NGrid still has restoration requirements on this private roadway;
- 4-54 Orchard Avenue (private roadway) – No schedule provided by NGrid

Ongoing DPW Projects & Consultant Work Drainage and Culvert
- Southside Drainage – Phase III – Contract executed and design and permitting starting up. Goal is to get design and permitting and securing necessary easement completed over the winter and be in construction next construction season (2021). Geotechnical work and survey work ongoing;
- Newton Street Drainage (by church and Doublet Hill Area) - Town Engineer is working with several properties owners and others to secure easement rights for Phase II and Phase III drainage work;
- Overseeing consultant design and permitting for Concord Road Culvert replacement which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated. Engineering presented findings to Select Board and the Conservation Commission
State TIPOverseeing consultant work on: - Proposed Route 30 Roadway Reconstruction TIP Project (roadway, sidewalk, drainage improvements, intersection improvements, etc.) - approval of 25% plan submission was approved by the Board at a September 24, 2020 meeting. Formal 25% Submission to MassDOT October 2020. Project info at weston.org;
- Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - 25% Plans submitted to MassDOT on March 16, 2020. Awaiting review comments, then a MassDOT Pubic Hearing anticipated for 2020. Project info at weston.org;
Sidewalk- Legacy Trail (Case Estates) - substantially completed;
- Overseeing consultant design and permitting for Ash Street Sidewalk Project - Design ongoing. Consultant to presented progress prints to Traffic and Sidewalk Committee, but drainage, length of crosswalk and curbing issues/comments from DPW Director need to be resolved. Town Engineer has outreached to MWRA about secure rights / easements to address previously mentioned concerns
Additional- Overseeing consultant design and preparation of specification for Cemetery Tomb Restoration. Central Cemetery - work ongoing, 90% complete;

Engineering- Currently reviewing 9 Stormwater Permits;
- Issued 51 Stormwater permits which also requires construction inspection;
- MS4 Stormwater Permit Annual Report – Currently in Year 3 of the MS4 Permit:
- The Phosphorus Control Plan (PCP) for the MS4 Permit is being prepared by the Town’s consultant;
- The preparation of the PCP/Ordinance update began in Year 2 (FY 2020), and a written PCP is to be prepared and completed over the next 3 years through Year 5 of the MS4 Permit;
- Stormwater Pollution Prevention Plan (SWPPP) for the DPW Building and the Transfer Station are being worked on in Year 3;
- Illicit Discharge, Detection and Elimination Plans (IDDE) training conducted throughout the year;
- The MS4 Educational outreach material and messages are an ongoing goal every year of the MS4 Permit and continue to be posted on the Town website pages and Town social media messaging.
- Working with the Town’s Traffic and Sidewalk Committee on several items: Love Lane, Chestnut Street, Sunset Road, Wellesley Street at Route 30 signal, mirrors, stop sign requests, sidewalk requests, crosswalk requests, etc.;
- Engineering Drainage Designs Ongoing / Construction Bid Documents advertised after funding approval at Sept. 2020 Town Meeting:
- Hallett Hill at Merriam Street – Plans completed; Boring work outstanding; Finalizing easement plan for Hallett Hill so appraisal can be finalized;
- Newton Street – drainage design and plans complete; survey working on easement plan; NOI has been submitted for the MWRA section of the proposed drainage;
- Kings Grant Road – Plans complete with possible minor updates in the field; test pits completed and determined good soil conditions for infiltration unit(s);
- Pinecroft at Conant Road – Design and plan prep. plans completed;
- Rolling Lane – Design and plan preparation to be completed;
- 520 Glen Road – Wetland delineation completed and report submitted; survey complete; NOI submitted.

 Snowmelt, just like rain runoff, is a component of the water cycle. It can carry pollutants from roads, highways, and parking lots to local waterways. This winter, use deicers smartly and sparingly. Follow product instructions and only use as much deicer as you need. More is not better. Or use a safe de-icing alternative, such as calcium magnesium acetate (CMA)

Water Division- Completed approximately 51 DigSafes;
- Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
- Conducted 7 final reads;
- Investigating high water bill complaints;
- Installed one new fire hydrant to the system to address water quality issue;
- Continued our COVID-delayed hydrant flushing program starting in the North section of Town;
- Continued meter reading;
- Inspected 1 new water service and shut off 2 summer services;
- Continued town-wide leak detection;
- Responded to 1 low-pressure call

Park and Cemetery Division- Set 4 flush markers;
- Leaf cleanup at Linwood Cemetery, Central Cemetery, South Cemetery, Town Hall, Lamsom Park, Fire Station #2 and Case Park;
- Mow Linwood Cemetery;
- Overseeing Contractor for the Tomb Restoration Project in Central Cemetery.

Solid Waste and Recycling Division- Processed 2, 100-yard solid waste dumpsters totaling 40.71 tons;
- Picked up municipal office recycling – 900 lbs;
- Picked up Town office and select Town park solid waste – 960 lbs.;
- Processed 1 cardboard container – 6.78 tons;
- Processed 1 glass container – 4.27 tons;
- Ran 3 shuttles for grass/leaves – 20.39 tons;
- Ran 1 shuttle for brush /logs – 4.41 tons;
- Process 1 container of scrap wood – 5.11 tons;
- Assisted with the pickup of various donations including clothing, electronics, books and bikes – 4,000 lbs;
- Assisted with pickup of Weston textiles – 1,300 lbs;
- Processed 5 cent deposit bottles and cans – 2,100 lbs;
- Oversee Merriam Street Brush Dump Saturday, November 14;
- Cleaned the trailer pit as needed;
- Pick up litter and cleaned up around the site as needed;
- Packed containers as needed to maximize loads;
- Disinfected Solid Waste and Recycling areas daily;
- Swap Shed temporarily CLOSED;
- FOOD COMPOSTING – 260 lbs.

Vehicle Maintenance Division- Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 12 school buses, 4 police vehicles, and 10 DPW trucks and other equipment, noting that the DPW Vehicle Maintenance Division is responsible for over 127 pieces of rolling stock for the Town;
- Performed 2 major repairs on vehicles with Major/Significant maintenance activity: W-w radiator and transmission lines; W-3 belt and tensioner;
- Fuel island, weekly inspection performed;
- Road Call: Fuel H-32;
- Division Project: Highway Division Pump House Assistance;
- Performed 1 repairs on sanders and plows: H-23 plow winter Prep.;
- Assisted with school morning bus launch
